The board would function as an intermediary between existing Nashville-controlled boards, directing surplus funds toward infrastructure projects including roadwork connecting Oracle’s new headquarters to East Nashville. Currently, both the East Bank Development Authority and convention center boards are majority-appointed by Nashville’s mayor.

Political Context
