Why It Matters

The fatal shooting marks the first deadly encounter involving Tennessee National Guard troops deployed to Memphis under a federal task force initiative launched by President Trump. The incident raises questions about the scope and rules of engagement for military personnel conducting domestic law enforcement operations in major urban areas.

What Happened

National Guard soldiers shot and killed a 20-year-old man identified as Tyrin Johnson during a law enforcement operation in downtown Memphis early Sunday morning. Memphis police officers responded to multiple shots-fired calls before 4 a.m. local time and encountered an armed male holding a handgun.

When Johnson fled on foot, Memphis police officers and Tennessee National Guard soldiers pursued him. According to Memphis police, Johnson “turned toward NG members with his weapon” before two National Guard soldiers opened fire, striking and killing him. Johnson was pronounced dead at the scene.

No law enforcement officers were injured in the encounter. The Tennessee Bureau of Investigation is leading the investigation at the request of Shelby County District Attorney Steve Mulroy.

October 2025 — when National Guard deployment in Memphis began

Zoom Out

The National Guard has been patrolling Memphis as part of a federal task force operation under President Trump’s direction since October 2025. The deployment faced legal challenges: a Tennessee judge issued a temporary injunction blocking the operation, but a state appeals court overturned that decision in April, allowing the Guard to continue its mission under Governor Bill Lee’s authority.

The use of military personnel in domestic law enforcement remains contentious, with constitutional scholars and civil liberties advocates raising concerns about Posse Comitatus Act implications—a statute generally limiting the use of federal troops for domestic policing. The Memphis operation represents one of the more visible examples of such deployment in recent years.

What’s Next

The Tennessee Bureau of Investigation will complete its inquiry into the circumstances surrounding Johnson’s death. Results may inform ongoing discussions about National Guard protocols, escalation procedures, and the legal framework governing their domestic operations. The case will likely face scrutiny from both law enforcement oversight bodies and legal advocates monitoring the deployment’s continuation.
