Why It Matters
Republican candidate Michael Alfonso is proposing a voucher-style healthcare system that would allow people to use government-provided funds to select coverage, including Medicare options.
What Happened
Alfonso discussed applying school-choice principles to healthcare at a campaign event in River Falls. He is running against former Democratic state lawmaker Fred Clark for Wisconsin’s 7th Congressional District, currently represented by Republican U.S. Rep. Tom Tiffany.
Alfonso said the approach would give people money to choose their health coverage rather than directing funds to the existing system or marketplace. “I don’t think the government knows what’s best for you. I think you know what’s best for you,” Alfonso said.
The proposal could allow Medicare beneficiaries to use premium support to buy a private plan, a Medicare Advantage plan, or traditional Medicare. Beneficiaries currently receive a guaranteed standard of health coverage.

Former House Speaker Paul Ryan previously supported a similar approach. Analysts assessing the idea in 2012 said it could leave beneficiaries with higher costs, less coverage, or both.
What’s Next
Alfonso and Clark are competing for the seat as Tiffany runs for governor. Alfonso’s proposal would change how Medicare beneficiaries select and finance their coverage.
