Why It Matters
President Donald Trump said the suspension of several Russia sanctions was intended to keep Moscow engaged in negotiations over the war in Ukraine. The decision affects measures approved by Congress and signed into law by the president.
What Happened
Trump blocked numerous Russia sanctions on Friday night, two days before they were scheduled to take effect. He said he was negotiating peace between Russia and Ukraine and wanted to keep Moscow at the negotiating table.
In a statement, Trump wrote, “I am in the process of negotiating Peace in the war between Russia and Ukraine.” Secretary of State Marco Rubio described the action as a pause to analyze the sanctions’ potential impact, including a suspension lasting 60 days.
The move followed worsening relations between Trump and Ukrainian President Volodymyr Zelensky. Trump accused Zelensky of not wanting to end the war, while Zelensky has said Russian President Vladimir Putin does not want peace.
Zelensky called siding with Putin a “historic mistake.” Kirill Dmitriev, a Russian official, described the suspension as “an important and truly historic moment.”
The sanctions had been passed by the US Congress and signed into law by the president in September. The dispute also followed a US agreement to import Russian diesel. Zelensky said the deal represented US investment in Russia’s war effort and said he believed the Trump administration would remove additional sanctions.

The suspension comes as Washington and Kyiv dispute the direction of US policy toward Russia. Disruption to Starlink hampered Kyiv’s ability to defend against Russian attacks, though Trump denied deliberately slowing the network. He also denied that the United States had stopped sharing defense intelligence.

The sanctions pause gives the administration time to assess the measures while negotiations continue. Trump said the suspension was tied to keeping Moscow involved, while Zelensky continues to argue that Putin is unwilling to pursue peace.
