What Happened
At the Hawaii Republican Party’s state convention Saturday at the Kroc Center in Ewa Beach, party officials outlined a midterm election strategy centered on voter turnout. National Committeeman Scott Smart told over 100 delegates that the party must engage voters who participate in presidential elections but often skip midterms.
Party Chair Shirlene Ostrov emphasized party unity and commitment to preserving freedom. Convention Chair Diamond Garcia, a state representative, told delegates that expanding the GOP’s legislative numbers is achievable.
The convention comes as Democrats maintain firm control of Hawaii politics, holding all four congressional seats and the governor’s office. Governor Josh Green has not drawn a serious primary challenger.

As of Friday, 129 Democrats had pulled candidacy papers compared to 61 Republicans. The filing deadline for elected office is June 2.
Nationally, Republicans control the presidency, both houses of Congress, and hold a 6-3 Supreme Court majority. The Republican National Committee identified seven contested Senate seats and 35 House seats as competitive in 2026.
In 2018, the GOP lost control of the House and narrowly retained the Senate during the previous midterm cycle under a Republican president.

Daniel Silver, CEO of political consulting firm Right Insight, advised convention delegates to focus messaging on crime, public safety, and cost of living issues. Silver said these concerns resonate across party lines, particularly worries about young residents leaving for the mainland due to affordability challenges.

The Democratic Party of Hawaii will hold its state convention later this month. Gary Cordery is expected to be the Republican nominee for governor.
Election Commission member Ralph Cushnie urged future election observers to monitor ballot chain of custody and signature verification processes. The midterm elections will take place in November 2026.
