Jacksonville Developer JWB Real Estate Pours $24,000 Into Mayor Deegan’s Campaign Committee

Why It Matters

Florida’s Jacksonville mayoral race is shaping up as a well-funded incumbent versus a fragmented field, with campaign finance disclosures highlighting the close financial ties between Mayor Donna Deegan and a major local real estate firm that has faced scrutiny over tenant practices.

What Happened

JWB Real Estate contributed $24,000 to Deegan’s political committee, Duval for All, during the first 12 days of June 2026 — the single largest donation in that period. The firm has now given the committee more than $52,000 since November 2024.

The relationship between JWB and Deegan predates the current campaign cycle. Alex Sifakis, president of JWB Real Estate, served on Deegan’s transition committee in 2023. In 2024, Deegan publicly promoted the company’s HomeStep downpayment assistance program.

JWB has also drawn criticism on separate fronts. The company preemptively rejected rental applicants who had eviction proceedings filed against them, and it charged early termination fees to military tenants — a practice that may conflict with the Servicemembers Civil Relief Act. JWB attributed the military tenant issue to an administrative error.

By the Numbers

  • $24,000 — JWB Real Estate’s contribution to Duval for All in the first 12 days of June
  • $52,000+ — total JWB Real Estate donations to the committee since November 2024
  • $55,250 — total raised by Duval for All during the abbreviated June fundraising period
  • $1.7 million — cash on hand in Deegan’s political committee
  • $6,000 — amount Republican candidate Ronald Armstrong currently holds in his campaign account
  • 9 — number of candidates now running in the Jacksonville mayoral race

Zoom Out

Developer money flowing into incumbent mayoral campaigns has become a recurring issue in Florida’s largest cities. In St. Petersburg, developer donor questions have similarly surfaced as that city’s mayoral contest heats up, suggesting a broader pattern of real estate interests playing an outsized role in municipal fundraising across the state.

The dynamic underscores a wider national trend: in tight urban housing markets, developers with significant local footprints frequently cultivate political relationships with the officials who shape zoning and development policy.

What’s Next

Despite her commanding financial advantage, Deegan faces a crowded field. Ronald Armstrong, currently her strongest-funded Republican challenger, has the backing of megachurch Eleven22 and its pastor Joby Martin, who said Armstrong is “just doing what the Lord’s told him to do.” House Speaker Pro Tempore Wyman Duggan is also expected to enter the race.

Formal qualifying for the 2027 Jacksonville mayoral election opens in January, and the current fundraising activity reflects candidates positioning themselves well ahead of that deadline. With Deegan holding $1.7 million and her closest Republican rival at $6,000, the financial gap remains steep — though the race is still in its early stages.
