Cities Deploy AI Tools to Reduce Housing Permit Delays and Approval Times

What Happened

A federal housing law enacted last month established a $200 million annual Innovation Fund to support local permitting acceleration efforts. The Department of Housing and Urban Development is offering up to $3 million in grants to local governments to implement automated building code review systems.

Multiple cities have already applied for or launched AI-powered permitting tools. Syracuse, New York; Coeur d’Alene, Idaho; Mobile, Alabama; and Richland, Washington have submitted applications for HUD grants. Baltimore, Denver, Los Angeles, Everett, Washington, Lebanon, New Hampshire, and Naples, Florida have already deployed AI tools in their permitting processes. Harris County, Texas, which includes Houston, allocated $750,000 this month to an AI permitting program.

Louisville, Kentucky is currently testing an AI-assisted residential permitting system in a pilot phase with a select group of builders. The city aims to reduce what officials call “avoidable” resubmissions by 50 percent or more through the system.

Denver’s AI Permitting Contract

Denver City Council voted in March to approve a five-year contract for an AI Guided Plan Review system. The decision was not unanimous: council member Flor Alvidrez cast the sole dissenting vote. The contract is valued at $4.6 million over five years.

Before implementing the AI tool, Denver accepted approximately 37 percent of applications on the first review round. The city’s goal with the new system is to reach 80 percent first-round acceptance, reducing the number of resubmissions applicants must make.

Honolulu’s Results and Employee Concerns

Honolulu has gathered performance data on its CivCheck tool, which examines building permit applications against local codes. The system has demonstrated measurable improvements in processing speed and application accuracy.

For single and two-family residential applications, the average number of review cycles dropped from 3.4 before CivCheck to 1.4 after implementation. Average corrections required declined from 23.5 per application to 7.7. Overall median permit processing time fell from 73 days to 32.5 days, and waiting times decreased 40 percent compared with the same period the prior year.

However, the rollout of Honolulu’s HNL Build platform and CivCheck tool prompted significant internal concerns. An anonymous survey of more than 150 municipal employees revealed almost universally negative feedback about the initiative.

Takeuchi Apuna, director of Honolulu’s Department of Planning and Permitting, stated that the department aims to “get back to just the face-to-face and the more complex part of the review,” suggesting officials view AI as a tool to handle routine code-checking so staff can focus on nuanced or complicated applications, as first reported by the Kentucky Lantern.

The federal push to accelerate permitting reflects growing concern that housing costs remain elevated partly because regulatory processes delay supply. Cities across the country face similar bottlenecks: applications cycle through multiple review rounds, extending timelines and discouraging development. Vincent Scipione, Syracuse’s chief information officer, highlighted a key implementation question: “Who owns the data that is being handled, and how is it being handled? Cities awaiting HUD grant decisions will learn in coming months whether they will receive federal funding for system deployment.
