U.S. Senator Lisa Murkowski, an Alaska Republican, introduced the Fisheries Science Modernization Act on Thursday. The bill establishes a pilot program within NOAA to test environmental DNA (eDNA) analysis for assessing fish stocks and directs the agency to develop a comprehensive plan for deploying the technology across its fisheries operations.
The legislation requires NOAA to routinely collect eDNA samples and integrate the findings into ongoing fisheries research and ecosystem monitoring. Environmental DNA detects species by analyzing genetic material fragments in water, soil, and other environmental settings—allowing scientists to identify fish populations and track their abundance without physically surveying waterways.
The bill has bipartisan support. Co-sponsors include Senator Sheldon Whitehouse of Rhode Island, who serves as the primary Democratic sponsor, along with Republican Senator Dan Sullivan of Alaska and Democratic senators from Oregon, Maryland, Washington, and California, plus independent Senator Angus King of Maine.
The bill’s timing reflects challenges facing NOAA Fisheries. A late-2025 government shutdown and subsequent mass firings significantly diminished the agency’s scientific workforce. Those staffing losses occurred during a critical period when NOAA scientists normally set Alaska fish harvest limits, hampering their ability to conduct the assessments needed for fishery management decisions.

Environmental DNA technology is not new but remains underutilized in federal fisheries management. The technique offers significant advantages over conventional methods: it reduces surveying costs, works regardless of fish life stage, and can detect rare or invasive species that might otherwise go unnoticed. However, eDNA has limitations. DNA fragments in water and soil can become contaminated or disturbed, and time lags in sample processing can affect the accuracy of species distribution analysis.
Federal fisheries agencies across the country face similar pressures to do more with constrained budgets. eDNA represents one approach to stretching research dollars while maintaining the data quality needed for sound management decisions. The bill explicitly frames eDNA as a supplement to, not a replacement for, traditional fishery surveys.
Industry and Science Support
The measure has backing from Alaska’s fishing sector and conservation organizations. Linda Behnken, executive director of the Alaska Longline Fishermen’s Association, told the Alaska Beacon the approach could help managers while reducing expenses: “Environmental DNA is a promising new tool for fisheries and ecosystem assessment that could improve fisheries management while also lowering costs.”
Murkowski framed the bill as a way to restore capability lost to recent budget and staffing turmoil. “Environmental DNA is an innovative, cost-effective tool that will give our scientists a clearer picture of our fisheries while expanding survey coverage and reducing costs,” she said in remarks accompanying the bill’s introduction.
What’s Next
The bill must pass both chambers of Congress and receive the president’s signature to become law. Committee referral and floor debate have not yet been scheduled. If enacted, the pilot program would begin establishing baseline eDNA protocols within NOAA, with the broader agency-wide implementation plan following.
